Yes, and that is precisely the function of taxes, which is what she doesn't understand. The whole system is a series of secondary, teritary, etc. promises, all built on the value of an initial promise. Our biggest problem is that our "initial promise" (our government's) is to an extra-governmental, privately-held organization run by Jews who have no allegiance to the country much less a comparable stake in the game.
