This is stupid. The boat is fine and they can tow it to port to unload it. They should focus on cutting up and pulling out the bridge wreckage, then tow the ship out of the way.
Except I believe the ship is resting on a high pressure gas line. Or it's close enough to not be movable. My guess is that's why they're unloading it instead of just removing the bridge debris.

They could easily shut off that gas line, if it exists, then move the ship. Everything is going to need to be replaced anyway. This sounds a lot more like intentional incompetence to either milk the situation for money by dragging out the project and charging tax payers up the ass, or intentional incompetence to keep the area close off for as long as possible.
