Basically they tied their storm and sanitary sewer systems together, so whenever lots of runoff overloads the system, the filth that is contained in the sanitary sewers are overflowed, and they R U N N O F T on down to the local rivers, streams, oceans, etc.
There was a mystery illness spreading across the world and it puzzled all the doctors. They could not figure out how it was spreading because the people getting sick did not have any contact.
