So if you are not handed a card any thing you do is illegal. If you are handed a card and you handle it you cant be charged with anything? Is this card a free pass? Does it only apply to when on the train?

I asked a woman for help once when I was 18 and being harassed very loudly by some drunk nigger downtown and she said- "what do you want me to do"? if only I had this handy dandy card to give her. I hope she's dead. I wish I would have gotten her name so i can find her grave and leave one of these cards on her gravesite.
