other than friendships to fellow brother Ruskies, Russia never really had any reason not to attack the Ukrainian electrical infrastructure . and they have done so many times before. when the stupid West was first talking about importing tanks into Ukraine, Russia eliminated a number of electrical Substations servicing railway stations in the west of Ukraine.
I have been following the events in Ukraine pretty closely, and I don't recall statements by reliable Russian spokespeople claiming that they would not attack Ukrainian electrical facilities.
