I don't know if that's a cover, it definitely sounds like one, but I can say for absolute certain that he was at least inspired by a beaner chick named Gabriella. If you want to hear how I know check out "Rodrigo y Gabriella". Definitely not a waste of time if you like strange pick/strum/pop style of music. If you want something more of the cacausion persaisotion check at Trace Bundy. He does that cool strum/pop shit too.

They're both pretty fuckin phenomenal in my mind. It's good music

I'd say a good example of Trace Bundy is the song "Bristlecone" and Rodrigo y Gabriella you can start with one of their Metallica covers. They did heavy metal before the went acoustic.
