What company employed them? They should be on the hook. Start making companies pay for the damage they've done. The federal government should have given zero assistance to East Palistine. The rail operators should have paid for everything.

I'm not some commie redditor that hates companies. I'm a free market purist. When you run a company you should keep all of your profits. And you should pay for 100% of any damages you cause instead of the government paying for you. Both sides of the free market coin need to exist.
