It isn't hard to set up your own instance, clone from github, train it and start working on it. So, what's stopping you? There are loads of multi-million dollar ideas with ai. The problem is getting off your ass and getting them done.. just like every other multi-million dollar idea.
I am hoping that this idea is just money laundering, because from your description, that's what it seems like.

generic faggoty response.
So, what's stopping you?
and what is this? why is the tech field smothered in negative nasty comment where "why aren't you infinitely everything to do everything? it's all MEEERIT broo". do kill yourself.

mental retardation demonstrated and that has earned you a block
With a decent server rack and lots of memory, you can do a decent one with no rules that won't take all night to do stuff.
About $250k will get you a set up that is comparable to most of the free Internet services. But, since you are the only user, it would work wonders in some things.
Most "ready to go" set ups are going for a cool million.
I've been banging my head against the wall with a number of them for a while. If you are serious, I can get you pointed in the right direction.
So far, my best and weirdest results come from daisy chaining requests between my own, slow, local AI daisy chained to the multitude of free services. It's been a game of whack a mole, since none of these services want me to use them in this way.
The real money making ideas are to use it in ways no one has thought of, yet, but it is like a musical instrument and a scientific calculator put together when it comes to learning to use it. Experience goes a long way.
TensorFlow with a bunch of GPUs and TPUs running in parallel is likely what you want.
Ultimately, the damn thing has to learn on training data. This is where you will notice a lot of craziness, because it never learns the same way twice. In theory, it probably could, but in real world, at home trying to make shit work, it always comes out different.
So, your data sets and their integrity become ultra important. Scraping together a "realistic" set of data is not as easy as you'd think because they've been censoring the Internet for so long. Your AI will come out completely retarded if you train it on Reddit. Or 4chan. It's really important to be selective.
Just getting the data you want is like a full time job.
So, like I said. If you're serious, I might be able to point you in the right direction.
Right now, the best scam I've seen is someone faking a Zoom meeting with an entirely fake board of directors and fake CEO approving a multi million dollar payment.
I'm guessing someone already has your idea and has attempted it. The news is absolutely not talking about it but the rogue AI users are capable of straight up terrorism. State actors are already using it for terrorism (and if you know me at all, you know I don't say that lightly, as I feel most terrorism = complete deep state shenanigans) and it is going to get weird. They don't want the genie out of the bottle, or you'd see a lot more of it.
