The estuary, named the Tijuana River National Estuarine Research Reserve, is irrigated by the Tijuana river, which flows into the ocean. For the several years I lived in Imperial Beach, my family NEVER swam in the ocean because it was polluted by Mexican sewage.
Even when "authorities" said it was safe, I wouldn't allow it because Imperial is a beach city and a great deal of its revenue comes from beach tourism, and declaring the water hazardous would have an obvious negative effect on the revenue and lose goodwill.
