My guess is the NSA or some other government agency told the BIOS manufacturers to leave those areas of the BIOS unchecked and that it's been the NSA and others that have used this exploit for years.
All modern computers have a hypervisor or remote management system. It is on the chip as a separate processor, or rather entire mini computer with RAM etc. Mac, PC it is on all of them.
Your antivirus cannot see the remote management layer. You can turn it off on some CPUs, some people physically use a drill to disable it.
