Because wide spectrum signal jammers jam a wide spectrum of signals. Including allied comms and in some cases it can fuck with vehicles of war like tanks and helicopters. You can't just cluster fuck the enemies airwaves and be unaffected by it. Plus having signal jammers readily available for every unit across hundreds of miles of front line battle field doesn't really help with drones. They can still potentially send and receive information from the controller through various techniques and the high tech drones have their own guidance systems that jamming can't stop once they are locked on
They probably are being used. A military drone that's basically a bomb, like those ones that Russia I think purchased from Iran doesn't need a link to complete its mission. A signal jammer would be dedicated to a specific frequency band, but you can operate a drone on a lot of different frequencies. Satellites work, too, depending on how sophisticated the drone is. Your jammer is going to have a very limited range. If a drone is not programmed to detonate, when it loses the link it probably starts heading to a prespecified point until it gets a signal back.
Even if you have a working, local jammer, that's something that every unit would have to be carrying to be protected along with a battery to power the thing. The drones that you're looking to disrupt are presumably the hunter ones that drop a grenade when a switch is pressed, cuz like I said if you were stationary they'd send something preprogrammed to target you.

I suppose you think the jammer has to cover the whole country or it's worthless. when in fact, it only needs to cover a small range to cause the drone to veer off course and not be able to detonate close to the target. they're using cages that are not even a foot away from the tank to block ROCKETS, let alone a signal jammer that spans city blocks.

The cages don't block the rocket dumbass, it causes it to explode before making contact with the armor greatly reducing its armor piercing capabilities as some RPG's are designed to squirt molten copper through the armor plating. Also a mobile backpack mounted battery powered jammer is fucking huge and only has a range of a few hundred yards. You would need a soldier dedicated to just hauling that damn thing around with very limited results
Drones are mobile. You have to have knowledge beforehand to strategically place a jammer in an area where it will counter a drone. If you have that knowledge, you might as well just shoot down the drone.
Otherwise, yes, you would have to cover the whole defensive area in jammers.
