Haiti’s National Police has roughly 9,000 officers to provide security for more than 11 million people, according to the U.N. They are routinely overwhelmed and outgunned by gangs, which are estimated to control up to 80% of Port-au-Prince.

The only reason this hasn't already gone ahead is that the Kenyan courts have ruled it unconstitutional. In Africa when something is ruled "unconstitutional" it generally means that the judge has not received a large enough bribe yet.
What remains of the Haitian government is over in Kenya right now, presumably trying to find the right person to bribe and to haggle them down to a reasonable amount.
