That the ad is asking for a resume, transcript and cover letter, along with the email address being noaa.gov, this seems to be a decent way to guarantee a government job upon graduation if one presents themselves as competent at the site.

I had a difficult time getting my first professional job, and I suspect nowadays it is even harder.

Depends. If the intern is ok with it, it can be a good gig and lead to something better.
If an intern is interested in working hard to learn for free, he or she (I don't do 'they') will likely be a motivated employee.

Just a reminder that it's illegal to replace a paying job with an unpaid internship but of course that is usually what all these companies do. In an internship must actually be mentored by somebody who is teaching you something. It can't be requiring you to do work that otherwise paid employee would do. Of course companies cheat on this all the time but it'd be fun to take the internship and just f*** them over by reporting them. You could also sue them for back pay for all the time they should have been paying you because it wasn't really an internship it was just free labor.
