Easy. I live near by. Just find some and tell them it's a sanctuary for meth users or whatever drug. Heroin and fentanyl is popular too. People "hang or meet there". Even offers you a place to sleep.

Beat way to go about it is to hand them flyers in person near his house and they will flock because everything to the homeless and druggies is free. They get free meth, free housing, police leave them alone, free everything. More rights than anyone I know around me.

Not a lot you can do without someone actually going out there and giving word of mouth. They communicate through written maps, verbal language, and communities not so much the internet.

People are back to not having phones and stealing them again because of those god damn deposit your phone drop boxes that can pay out $50 per a phone.
