The pentagon's story keeps changing:
1) There was never any plan.
2) Okay, there was a "plan" but it wasn't like, a "plan-plan". It was just a contingency "plan", for something that we totally never really expected to happen.
3) It was just a non-plan for a possible military excersize. That we were totally never going to hold because it was never really a plan-plan.
