There is no such federal mandate. There is simply restrictions upon government from infringing upon one's rights.

That being said, states can mandate a permit process that allows for regulations by the states. Unless HI is a "may issue" state, or its permit process is flawed in some way, I don't see the grounds to object to this ruling.

Any territory can ask.
Approval is a different matter entirely.
Hawaii is an important strategic asset of the United States because it marks the halfway point in the Pacific Ocean.
No matter the reason, be it commercial or miltary, it makes more sense to possess the location than allow our enemies to control that asset.
problem being there comes a point where you either quell the dissent or you have to suppress the native population and we no longer have the ability to do either.
A bad ally is arguably worse than a good adversary and for every consideration there must be a point of no return for it's continued association.
Even an independent Hawaii can be retained as a territory if a happy relationship can be fostered.
