Not really. At first all the elderly, immunocompromised, chronically ill were voluntary dosed and glad to be used as guinea pigs, then all the essential workers lined up and were also thankful to be at the top of the line, then the huge mass of normies were offered and ran to the vax clinics - only after all that were those left, too lazy or unwilling then 'forcibly coerced'.
