Bullshit. He has agency. Of course the vast majority is done by his team, but he's the one that decides to run or step down. He's the one that meets with leaders. He's the one that steps in front of the camera. He's in steep decline, but he's clinging to whatever power he has for dear life.
Think it needs to be something on the side of panel Vans or something like that. If you can't afford a big scrolling sign seems like a projector could be rigged to bounce off a curved mirror and not stick out too much and project on the side of the panel van.
This might work in Florida where they have taken away the right to project on buildings or to do standard household door drops which they're now calling littering even though retailers and other door to door sales people have been using that method for years to advertise mortgage companies and etc etc
These signs are illegal in a few states. Check your state law I can't find a comprehensive list.
When flat screen TV's first became affordable (early 2000's) some companies started putting them in the back windows of their vehicles to push advertising. That was banned almost immediately, which was good because it was really annoying.
