Not sure if the immigrants wouldn't do well in my area?

My area has lost more than 35% of the population since 1980. FHA loans did that. Now 1/3 of the ground lays unused. Might be a good thing here. If not it would provide something to motivate us.

My area grew at an average annual rate of 29.31% for way too long.
