Low tech remote control technology is drastically shifting the balance of power from large nation states and large vessels. Anyone could build these drones. It wouldn't be hard.

Actually I think all ships are going to have to have chainmail standoff skirts to keep anything from coming within 30 ft of the hall. They're just going to have to dangle large chain mail skirts All around The vessel. And maybe even have tents of chainmail hanging from the top of the vessel.

Silly, but so long as multiple layers are used, it can actually work. Something similar is already done for tanks and armored vehicles to cause HEAT munitions to detonate early.
