Depends if you have cameras in your office or not, but stash an empty pint bottle of Thunderbird at the back of one of his desk drawers and tell the supervisor you're pretty sure you saw him drinking at his desk.
Keep a paper trail and write him up everytime he screws up. After several write up's,put him on probation. After 6 months of probation, state in termination all of his screw ups. When he screams descrimination you have the back up with your paper trail.
