Insulate, insulate, insulate! Wear non conductive gloves, use an insulated cutting tool. Clear the ground of moisture and conductive material. Wear insulted shoes. Cut one wire at a time while wearing safety glasses and a heavy non flammable jacket. Make sure the cut wires won’t fall onto a conductive surface. Be ready to wrap the wire ends with electrical tape. Film it for the internet just in case it goes wrong, we can always use a good laugh.

The normal way would be to turn the power off, then use your wire or bolt cutters in the prescribed manner.

If they're not your wires, find the junction box that services them where there's likely to be a switch. Cut the lock off the box, then again, shut the power off before proceeding.

If you cut with the power on, set up a camera to record before making the ⚡️cut!⚡️

Voltage won’t kill you. Current will though. The real question that we can’t answer I what is the instantaneous trip set point of the breaker or fuse in the circuit. That’s where you start.

Ohms is the resistance in a circuit. Concerning ohms and your body I'd say it's your electricity defense?

If your ohms are higher than another path to ground you'll be OK.

Watts is an overall measurement of voltage and amperage.

Amps × volts = watts

Voltage doesn’t “do” anything. It’s only a difference in potential. Current flow is what will bite your ass and that is dependent on what the voltage and resistance is.

Wrong. Voltage doesn’t matter. 30 volts could be enough to kill you in one scenario where 220 volts might only hurt real bad. Voltage is only potential. That’s it. It’s current that kills you and its resistance that determines the current flow. Voltage doesn’t kill. Current kills.

Wrong. Voltage is only potential. Voltage doesn’t do anything. Low current cooks you and high current blows chunks out of you. You folks do not understand electricity at all.

What do you consider "low voltage"?

Fast? Depends on the wire's proximity to other conductors and a plethora of other factors. Cordless angle grinder is fast. Bolt cutters are fast. 12-gauge slug is fast. Many variables. Be insulated and shielded from flying molten debri.
