Years ago they were testing a plane flying over a city with a massive video camera that records the whole region in detail over time. Once they identify a suspect at any point, they can follow them back on the video to the home or hideout they started from.

Nope, look for plate readers. They are for certain in Michigan and Georgia. Other states likely have them as well.
