"I think if you ask anyone, do people need to be driving more than 10 miles an hour over the speed limit, assuming you're not an emergency vehicle which are exempt from the bill, I think most people would say no, I don't want people driving more than 10 miles an hour in my neighborhood," he said.

I agree with him, but on one condition: he, his family and his friends all get GPS monitors attached to all of their vehicles for a year. The GPS data is always publically available.

If, after one year, nobody has gone 10 over the limit, then he an institute it for the rest of his community. One year after that, his locality, and after another year for the state.

Will vehicles from elsewhere be allowed in?

Going to figure out how much money city, county, and state cops will lose from speeding tickets?

While I disagree with this as A) any way the government would implement this would be done in the most incompetent way possible resulting in massive unintended consequences, and B) any authority extended to the government is eventually abused in the worst way possible, I do agree that the current system we have is incredibly flawed. There is absolutely no good reason the most dangerous activity that most people engage in during their daily lives, by orders of magnitude, is traveling from point A to B in a car.

I don't know the answer really, but I have been leaning towards draconian levels of enforcement of the current laws, as unpopular and beset with its own problems as that would be. We would have to majorly, majorly reform how officers investigate unrelated crimes during traffic stops for one. And it would be extremely cost prohibitive, as the administrative overhead would massively outweigh any amount of revenue from fines. Amongst other issues. I've also been kicking around a carrot and stick routine, where driving poorly would be prohibitively expensive while driving safely would be financially rewarding, though I have my doubts as to this working looking at how ineffective the insurance system seems to be at inticing people to not drive stupidly.

Regardless though, we need some massive stop-gap measure between now and the proliferation of self-driving vehicles. Not only to reduce injuries and fatalities, but also to help alleviate traffic and stamp out the ways that drivers make road travel so inefficient.
