Or you could just get a p25 capable scanner, less hassle. You can find them nearly new for around $80 to $100. People buy them and can't figure out how to program them. But encryption on p25 is another matter, most locals encrypt tactical channels, some cities encrypt all traffic. Decryption of this traffic is a topic that should not be discussed openly.
