a basis for a memorable quote there but you need to work on the "better" concept e.g. Never be more decent than your enemies.

The full quote removes the ambiguity. the quotes aid that effect.

Never be "better" than your enemies. Be so much worse that it teaches them fear.

by that point in the tale, if they don't hear it then its likely an enemy combatant reading it.
