It happened because the bureaucracy surrounding it is infiltrated by Chinese loyalists. Indirectly reported by that NPR journalism. Basically, the guy that approved the license said he couldn't find any US based companies to manufacture the batteries so they went to a Swedish shell company that is really owned by China and sent manufacturing and therefore the IP to China.
