If the timer is set to the mean total and we assume no skew, that places half of all shits above the threshold, which is dumb.

A much better choice would be to extend it by a couple of standard deviations, which shouldn't be too much more time and would accommodate everyone more sensibly, leaving only the very high outliers. That said, if they had enough IQ to imagine the bell curve then they probably wouldn't have devised such a stupid policy.
