The magnifying glass wasn't invented until 200 years AFTER that piece was made. You would have HAD to have that in your toolkit to create this. I doubt they would have had very fine needle-nose pliers, they weren't invented until the 15th/16th century, those would have been necessary to create a piece like this... Isolating zoom crops of the symbols returns nothing on image search.

You'll find some, but mostly they were just recirculating coins plundered/traded/imported from elsewhere.
When they "minted a coin" it was generally in the form of something they could wear as a status symbol.
