It's not about health and safety.
GMO crops are patented.
If you grow Monsanto's (Bayer's) Roundup Ready Canola - You buy the seed from them, and then you sell the canola you grow to them and only them. You are not allowed to keep any of the crop for next year's seeding. If you don't like that arrangement, then too bad, they own the patent.
That is what Russia has banned.
Russia banned GMO crops that are patented by American companies. Because if Russia became dependant on them, the US government, or those American companies, could instantly cut off Russia's seed supply at a moments notice.
By banning those GMO patented crops, Russia can't get screwed in that way.
It has nothing to do with health and safety. It's about geopolitical politics. And a sign that Russia is getting prepared for war.
