The Navy uses these little magnetized thingies in the hull under the waterline, to deter rust underwater.
I cant remember what they are called but checking them was part of my watch.

He probably is referring to salt water. It's conductive so electromagnetic fields are attenuated so the force between magnets separated by salt water would be weaker.

It's the same reason submarines have challenges communicating via saltwater using EM waves.

No idea if that is what he meant, but it's probably that.
