In your case, you'd have to break it down into steps, like, "how do I make or where do I acquire O-Pinacolyl methylphosphonofluoridate"? Then go down the list.

I would not be surprised if such an endeavor raised red flags, though. It does seem to have some kind of instant reporting mechanism for certain things.
