Why would they? Kings don't kill each other, that's bad form. Let the poor and stupid fight to the death. Then negotiate a conclusion to the conflict based on your power position. Besides Russia is kicking ass, why rush it and risk losing the upper hand. They have destroyed billions of dollars in military equipment. Not Ukrainian equipment, the World's equipment that was sent there. International Reserves are spent and Russia is geared up for war. They are breaking records with how fast they are producing munitions
It's a fairly well known doctrine that targeting 'Govt employees' is generally considered no bueno, plus if one violently removes those individuals by force - you are likely to have them replaced by more extremely personalities.
It’s not in their best interest. This war is rallying their resources, and making Russia stronger than it was during the Cold War. The money makers are profiting magnificently from this conflict. You hating Russians or hating Ukrainians is working splendidly.
