I don't know, Kennedy had his own political machine that ushered him into Office. I think he was grossly unprepared for the big leagues. Kennedy was a notable fish in a small to medium pond, and was thrown into a gigantic pond, with really big and dangerous fish. I think he overestimated the effectiveness and capabilities of his political machine.
