Yea, iirc supply agreements between individual Countries (using tax payer money no less) stipulated payment regardless of if the vial was used or not - and Countries 'pre-ordered and paid in full for x amount' then shipments began to fulfil that order - plus totes No backsies !!.
From what i recall the first year of production phizzer posted a profit of $6 billion solely for holo-cov biologics (ModeRNA was $2 billion for the same year) in the second year the total of holo-cov supply agreements paid to all the various manufacturers was $13 billion.
