If he was serious about being ancap-esc, you could just say that the few remaining taxes are due in crypto or some gold certificates, and then change the government's accounting and payment to employees to something other than Argentine peso. Then let the population do what it will.
That would do it. You don't need to do weird deals with the New York exchanges or bonds to perform a currency swap with one of the currencies being something that won't exist. That invokes infinities and zeros and timing which given the wrong details could lets some party in the deal exploit the trade.
