This is fake news. He does plan on leaving the Paris Agreement, but for now they are in it and have to deal with obligations the prior administration put them in. He simply replaced the person in charge of negotiating with them probably because he doesn't want a leftist in charge of communicating with these people.
Sending someone to replace a leftist you don't want representing you in meetings that are happening right now is not the same as a U-turn. Somehow that leap in logic is acceptable.
