I personally know a migrant and know of others who’ve gotten free healthcare like root canals, and work under other peoples accounts

It’s a big business

Sure but its an account opened up under someones else's name ?/ So they pay the tax under the assumed name ? in order to keep receiving benefits under their own name - but then how does that affect the named individual's overall ird take whose name is on the account - this doesnt make sense to me /.
