If I had the folding permanently up this would be a great idea.

The 2 year old can now reach the top when the older one is "working" and it's a mess.

Two things: First, it’s cleaner to cut pvc with a ratcheting pipe cutter, but whatever. Second, I would opt for pvc pipe caps on the ends.
