With any other number, it doesnt matter because the formula is the same. you will always, for one example, use 6/2 = 3 if trying to find out any of the former three (a) what remains, (b) what is taken away, or (c) how many cycles.
in your version of a word problem, you are defining how to use zero [(c) how many cycles], so it actually works. In your case, you can divide zero by zero and get 1.
Just note, there are 2 other ways to Divide Zero. (One results in 0, another results in infinity.) But the reason you "cant" officially divide by zero is not really because you cant. You can. But its because the formula doesnt quite have enough information by itself. 0/0, by itself, has to be further explained, like you have done.
Meanwhile, 6/2=3 can be used universally to figure any version of a word problem that encounters 6 and 2 actors. Its the zero actor that is tricky and begs for more info.

Something multiplied by 1, it is itself. If the thing being multiplied is zero, then it's still nothing.
