While this response is both technically useful and informative, I tend to favor a more traditional approach such as that suggested by @lord_nougat

Is it a ryzen processor? If so make sure smt is enabled and that basically anything to do with core count is at default.

Try deleting then reinstalling the config.sys file. Be sure to mainline the computer after the delete, before the reinstall.
