Porsche was working for Bela Egger & Co. when this picture was taken. Exactly what he was working on I don't know, but it wasn't long after this that he started building electric wheel hub motors.
I thought that switchboard might be a load bank for an alternator however it could also be a motor speed variator. If its a motor not sure why you would run such a large speed reduction however if its a generator being driven by the overhead flat belt power transmission used in old factories the big step up in speed makes sense.

I remember reading that he thought the future would be vehicles with electric motors and the power supply would be a gas powered generator. He was surprised when they were developing engines to run in such a wide RPM range.
