By the very fact he said "ah cain't breeve" (which he said before he was on the ground),you already know the problem isn't an obstructed air passage. If you can't get air through,you can't talk. At the very least,his speech would be strained. What you're dealing with is a heart attack. You need medical aid. Which most cops can't render.
