I think it's both. It's about bringing down non-jewish society to lowest common denominator as a means to normalize normal jewish behavior, so they can publicly be open about their degenerate behavior rather than trying to keep it hidden to avoid 'persecution'. They want such sick 'art' to be available because to them, that ''art'' is what's ''beautiful'' to them, not the German art that was produced in the 19th and very early 20th century, and they want to have such sick 'art' in their home without having to worry about Gentile viewing it as disgusting and vile and thus have them also be viewed as such. They promote homosexuality also for the reasons that many jews are homosexuals, same thing with pedophilia etc.
