One of the causes of this is the feeling of having no control over the sound.
Random sounds are used as a form of torture in some settings due to this phenomenon of not having control.

Dripping faucets are another good example. That "not knowing" when the next drip will happen and having no control over it make many people lose sleep.

A simple experiment: use a remote control and cycle through tv channels as fast as you can while still getting some context to the show. Then have someone else cycle through the channels - can you still understand the context? It's weird.
