Japan canceled the Halloween party in Shibuya this year because people kept sneaking in alcohol and committing acts of vandalism, vagrancy, and sexual assault.

Shibuya is essentially part of Tokyo's sprawling network of concrete. So yeah, a simple and cheap train-ride with extra-helpful people to help you get to where you're going(to spend your gaijin money) is all it would take.

Looking up a map I can see at least 3-4 US bases within a couple minute's train ride of Shibuya.

No, it's a district of Tokyo but it does have a lot of colleges and universities.

Their trains have less space than a sardine can. They pay people to push passengers into trains so the door is able to close.

If they had enough trains for people to be comfortable inside this wouldn't be an issue.
