Shibuya is essentially part of Tokyo's sprawling network of concrete. So yeah, a simple and cheap train-ride with extra-helpful people to help you get to where you're going(to spend your gaijin money) is all it would take.
Looking up a map I can see at least 3-4 US bases within a couple minute's train ride of Shibuya.
