You're only partially right, there was a government involved in that, and it was definitely American. While weakening the United States with drugs and cultural attacks seems like something an enemy would do, it doesn't matter how drunk or high you are, if you are attacked by an enemy, you're usually aware enough to sober yourself up and defend yourself quick.

The hippie movement accidentally unveiled something deeper about human nature, and then a bunch of homegrown attacks started when they first began to switch over to more dangerous technologies. It's around here when they realized that someone who had taken the purified version of the MK Ultra drugs had the potential of seeing the Truth. That's damning for a government's existence.
