I was born in the 50s. There's still a hospital for the criminally insane in the next county, and I think that stayed open only because it's governed more by law enforcement than mental health. But the mental hospital that was about a half mile from my house closed in the early 80s. So I know what you're talking about when people say they would be "sent to [somewhere and locked in]".

Plus, please remember that when Reagan was president, he was blamed for the closure of mental health institutions which forced many residents out and on to the streets. This was NOT Reagan's decision. This was a long-wrought process that involved the Democratic congress and Jimmy Carter beginning in the last two years of his presidency.
Yes, both were puppets and told what to do, but you have to attribute which actions belong to which puppet.
