I was born and grew up in the 1950s in N.Cal. not far from Napa, CA. There used to be a mental health 'hospital' there. It was a large fenced in facility. The 'patients' that were able used to tend a huge garden to grow some of there own food. The slur among us locals that if someone said or did something stupid they "would be sent to Napa". Then in the late 60s - early 70s when Ronnie Rayguns was Gov. in order to reduce taxes and be more popular, before his presidential run, the state closed down the mental health institutions. Suddenly, there were more free-range hippies, drug users, a crazies wandering the streets. Who would have thunk?

I was born in the 50s. There's still a hospital for the criminally insane in the next county, and I think that stayed open only because it's governed more by law enforcement than mental health. But the mental hospital that was about a half mile from my house closed in the early 80s. So I know what you're talking about when people say they would be "sent to [somewhere and locked in]".

Not a fan of Reagan, but I'm not sure if this is cause and effect. Plus, please remember that when Reagan was president, he was blamed for the closure of mental health institutions which forced many residents out and on to the streets. This was NOT Reagan's decision. This was a long-wrought process that involved the Democratic congress and Jimmy Carter beginning in the last two years of his presidency.

Yes, both were puppets and told what to do, but you have to attribute which actions belong to which puppet.
