Looks like they're trying to find that sweet spot of people who make the most money, but don't have the resources or are too scared to push back. I'd have to imagine people who make over 500k have the ability to tidy up all the lose ends and/or fight that unconstitutional bs in court.
simpler than that, i think they're trying to rob everyone they can before the entire system implodes. Its not good enough for jews to steal, they have to steal from you, and leave you completely broken living in a shoebox
